Effective from 3rd February 2025, test takers who are non-resident in Hong Kong will not be permitted to register or take IELTS on Paper test. Non-resident IELTS Test Takers may take IELTS on Computer. This policy has been jointly established by the official IELTS test owners, IDP Education and British Council, and applies to all IELTS on Paper tests in Hong Kong.
For test takers who do not hold Hong Kong Residency and have booked the IELTS on Paper test, they are required to provide an acceptable proof of residence by email at least three days before the scheduled test date.
For the test takers who are unable to provide acceptable proof of residence, we will then cancel the booking and refund the test fee. Alternatively, such test takers may choose to take an IELTS on Computer test without the residency requirements.
*Non-resident of Hong Kong candidates who registered and paid for IELTS on Paper tests before the announcement of this policy are exempt and may proceed with their test as scheduled.

Regardless of residency status, anyone can register for the IELTS on Computer test without the need to provide proof of residence.
