Minimum IELTS score to work in Canada and get PR in 2026

Canada remains one of the world’s most liveable destinations, with its multicultural cities, stable job market and recognised pathways from temporary resident to permanent resident (PR).

Whether you intend to study and then work in Canada, or move to Canada as a skilled professional, you will need to provide English test results through IELTS as a step in the process towards a suitable visa.

While the Canadian immigration landscape has significantly shifted in line with its 2026-2028 Immigration Levels Plan, its direction is clearer. This means Canada still very much needs skilled international talent, and targeted pathways to PR will be actively prioritised.

To prove your English proficiency, you can take the IELTS General Training test, which is the preferred test for immigration to Canada. On the other hand, the IELTS Academic test is for prospective students looking to study in the country. The pathways to work and obtain PR in Canada

The most common route for international students to work and eventually settle in Canada is to:

• Complete an accepted degree or diploma from an eligible Canadian Designated Learning Institution (DLI), like graduate studies.

• Find work in Canada on a Post-Graduation Work Permit (PGWP) of up to 3 years

• Apply for permanent residence through Express Entry or a Provincial Nominee Program

To qualify for PGWP after finishing full-time studies (of at least 8 months), you will need to submit valid language proficiency test results as required by Immigration, Refugees and Citizenship Canada (IRCC).

Minimum IELTS score requirements for PGWP

PGWP accepts either IELTS Academic or IELTS General Training tests. IELTS One Skill Retake is not accepted for PGWP.   

To show PGWP eligibility, your English proficiency scores are pegged against the Canadian Language Benchmark (CLB), the national scale for measuring English language ability from CLB 1-12 (basic to advanced).

There is no field of study requirement for international student graduates from all bachelor’s, master’s or doctoral programs from a Canadian DLI (university or college).  

Graduates from any other college or non-degree program are still subject to field of study requirements to be eligible for a PGWP. Eligible fields of study are aligned with jobs facing long-term labour shortages and may change over time based on market needs.

Minimum IELTS score requirements for Express Entry

Another pathway is through Express Entry, an online point-based system providing a clearer pathway to PR for skilled professionals in Canada, while filling urgent employment gaps in key sectors. 

Express Entry priority sectors now include occupations in emerging technologies, education, healthcare, social services and skilled trades, among others. Other job categories have also been added in February 2026 to prioritise international talents already in Canada, including: foreign medical doctors, researchers and senior managers with Canadian work experience.  

To receive an invitation to apply (ITA) for Express Entry:

• IELTS General Training is the only approved IELTS test. 

• IELTS Academic test or IELTS One Skill Retake are not accepted for this application. 

• Your IELTS results must be less than two years old when you submit your Express Entry profile and PR application.

In Canada, there are three main Express Entry programs:

• Federal Skilled Worker Program 

• Federal Skilled Trades Program 

• Canadian Experience Class 

For each program, there are different language proficiency requirements. Your language skills are assessed through four subcategories - listening, reading, writing, and speaking. The points you earn are awarded according to CLB level. 

Read on for the breakdown of the 3 immigration programs.

1. Federal Skilled Worker Program

This program is targeted at those with skilled work experience gained outside Canada in any one of the occupational categories grouped under the National Occupation Classification (NOC). It includes managerial positions and jobs that require a university degree or college diploma or apprenticeship training. 

If English is your first official language, the following conditions apply:

If you receive lower than CLB level 7, you will not be eligible to apply.

If you get CLB 10 or higher, you will gain the maximum 24 points.

CLB level and IELTS scores

If English is your second official language, you get 4 points in total if you meet the following minimum requirements in each of the 4 test sections.

2. Federal Skilled Trades Program

This program is targeted at skilled workers who want to become permanent residents based on being qualified in an eligible skilled trade. The criteria are more stringent, requiring at least 2 years of full-time work experience in the trade.

In addition, your trade will have to fall under the approved categories that include agriculture, manufacturing, construction and transportation.

The minimum English level for this program is CLB 5 for Speaking and Listening skills, and CLB 4 for Reading and Writing skills.

3. Canadian Experience Class

The Canadian Experience Class is targeted at skilled workers who possess Canadian work experience, typically through a PGWP, and are seeking to become permanent residents.

The job categories are split into different tiers, of which for the Canadian Experienced Class, only 4 are applicable. 

This means you need to have skilled experience in at least one of these categories based on training, education, experience and responsibilities (TEER):

TEER 0 - Management occupations (e.g. financial managers)

TEER 1 - Occupations that require a university degree (e.g. software engineers)

TEER 2 - Occupations that require a college diploma, apprenticeship training or supervisory occupations (e.g. medical laboratory technologists) 

TEER 3 - Occupations that require a college diploma, apprenticeship training or at least 6 months of on-the-job-training (e.g. dental assistants) 

For jobs under the National Occupational Classification system (NOC) in TEER 0 and 1, the minimum English language requirement is CLB 7. For NOC TEER 2 and 3 jobs, the requirement is CLB 5. More details for Express Entry programs can be found on Canada’s immigration site.

4. Canadian Immigration via Express Entry

As countries compete for skilled workers around the world, Canada is focusing on attracting and keeping talented immigrants through its International Talent Attraction Strategy.

To gain extra points and increase your chances of gaining permanent residency in the Canada Express Entry pool:  

• Attain the highest Comprehensive Ranking System (CRS) score

• Build Canadian work experience

• Find work in Canadian provinces, to eventually get a provincial nomination

• Possess French language proficiency of NCLC level 7 or higher in all four language skills (equivalent to CEFR B2 level), even as a non-native speaker  

Apart from meeting the language proficiency for any Express Entry programs, you will also be assessed by other criteria such as level of education, age, and proof of funds.

Your Express Entry profile will be valid for 12 months, and processing times may vary depending on the programs you’ve applied to.
