All internationally educated physiotherapists applying to the Canadian Alliance of Physiotherapy Regulators (CAPR) must meet certain requirements. This is to ensure that they have the language skills necessary to conduct their practice safely and effectively. CAPR is a not-for-profit organization that provides standardized entry-to-practice assessment (evaluation services) on behalf of the Canadian physiotherapy regulators (excluding Quebec).
This blog takes a closer look at the language component, covering the approved English tests, minimum scores, requirements related to permanent residency in Canada, and more.
Yes, if you are an internationally educated physiotherapist (IEPTs) applying to work in Canada, you generally need to submit IELTS Academic or IELTS General Training results to prove English proficiency.
However, if you completed your physiotherapy education (both classroom and clinical components) in Australia, France, New Zealand, Ireland, the United Kingdom, or the United States, you do not need to prove your language fluency.
Starting April 28, 2025, CAPR requires applicants to submit a successful language test result before the credential assessment begins. The test must have been taken within the last two years.
Applicants educated in other international jurisdictions must achieve the minimum score in each language skill area (writing, speaking, listening, and reading) on one of the language tests approved by the CAPR.
This applies to all internationally educated physiotherapists applying to the Canadian Alliance of Physiotherapy Regulators’ (CAPR) credentialing process. Keep scrolling for more information on minimum scores and other requirements related to practicing physiotherapy in Canada.
H3: Minimum IELTS Scores Required by Physiotherapy Regulators in Canada
If you choose the IELTS as your test to prove English language proficiency, here are the minimum scores you will need in each component:
Required Minimum Scores | IELTS General Training | IELTS Academic |
|---|---|---|
Reading | 7.0 | 7.0 |
Writing | 6.5 | 6.5 |
Listening | 7.0 | 7.0 |
Speaking | 6.5 | 6.5 |
IELTS Academic and IELTS General Training are both among the language tests accepted by the Canadian Alliance of Physiotherapy Regulators (CAPR) for physiotherapists.
These tests help CAPR maintain high standards of quality and safety in physiotherapy practice, ensuring that physiotherapists licensed by regulators have the language skills necessary to practice safely and effectively in Canada.
Applicants can submit an IELTS One Skill Retake test to the CAPR if it meets the minimum score requirements for the IELTS General or Academic test.
One Skill Retake allows you to retake any one component of the test: Writing, Reading, Listening, or Speaking, without redoing all four sections. You're eligible to book IELTS One Skill Retake after you have recently completed a full test on a computer and received your IELTS test score from an eligible test centre. You must book your IELTS One Skill Retake within 60 days of your original test date.
According to the CAPR, applicants can submit an IELTS One Skill Retake test if it meets the minimum score requirements for the IELTS General or Academic test. Scores must be submitted directly to CAPR within two years of the test date. If CAPR receives an official result before an application, the result must still be less than two years old at the time the application is received.
Language proficiency is one of the key requirements for physiotherapists applying to practice in Canada. The CAPR registration process lists approved language tests that include IELTS, as well as minimum scores required for any of these tests. Here’s what you need to know:
Accepted IELTS tests: IELTS Academic and IELTS General Training are both accepted by CAPR
Validity of scores: Official IELTS scores must be less than two years old at the time of application
Submission process: Applications must submit Test Report Form (TRF) numbers using the CAPR Portal
Exemptions for applicants: Physiotherapists educated in English in countries like the USA. UK, Australia, New Zealand, France, or Ireland may be exempt
Other requirements: Some provincial regulators may have different language requirements
IELTS requirements for physiotherapy registration can also be used for an application for permanent residency, provided the results are less than two years old at the time of submission. However, Immigration, Refugees and Citizenship Canada (IRCC) only accepts the IELTS General Training as one of its approved tests. It also does not accept the IELTS One Skill Retake for Express Entry.
If you intend to take an IELTS for CAPR registration, you may also need higher scores than required for immigration.
Physiotherapists are in high demand in Canada, with immigration pathways available through Express Entry and Provincial Nominee Programs (PNPs). In early 2025, Canada introduced the ‘Education Occupations’ category in its 2025 Express Entry selection system, in a move to attract professionals in the teaching field. This change in targeted Express Entry draws provides skilled educators from overseas with a clearer pathway to Canadian PR. Other priority sectors include occupations in healthcare and social services, trades, education, and French-language proficiency.

Internationally educated physiotherapists in Canada must demonstrate English proficiency for credentialing, typically via language tests that are globally recognized and accepted by educational institutions or governments. Valid test results must then be submitted to the CAPR, provided they meet the minimum required scores. These are the tests currently accepted by CAPR as proof of English or French language proficiency:
International English Language Testing System General Training (IELTS GT)
International English Language Testing System Academic (IELTS AC)
Canadian English Language Proficiency Index Program General (CELPIP G)
Pearson Test of English Core (PTE Core)
Test d’évaluation du français (TEF)
TEF Canada, TEF Québec and TEF 5 épreuves
Test de connaissance du français (TCF)
TCF Canada, TCF Quebec and TCF Tout Public
Note: Some provinces may have different policies, so it is always advisable to check with the regulatory body in the province where you intend to apply.
If you intend to practice as a physiotherapist in Canada, you must first hold a master's degree in physiotherapy from an accredited program and pass the Physiotherapy Competency Examination (PCE) before being licensed by the regulatory body in your province or territory of choice.
Internationally educated applicants must undergo a credentialing process via the Canadian Alliance of Physiotherapy Regulators (CAPR) to ensure their qualifications meet Canadian standards. Here are some of the other requirements:
Language Proficiency: Official proof of English or French proficiency
Provincial Licensing: Registration is mandatory with the local regulatory body
Clinical Hours: Minimum of 1,025 hours of supervised clinical experience
Standard Credentialling Pathway: Proving fulfilment of requirements to become licenced
Additional Requirements: Criminal record check, jurisprudence exam, and professional liability insurance

Preparing for IELTS as a physiotherapist is much the same as preparing for any language proficiency test, irrespective of your background. It helps to know your strengths and weaknesses, understand the format of the test and how it is scored, take practice tests to improve your skills, and aim for your desired score by focusing on areas that need the most work.
If you are a physiotherapist intending to practice in Canada, here are a few things to consider before taking a language test to meet CAPR requirements:
Understanding requirements: Make sure you know the CAPR’s language proficiency requirements and why they matter
Context matters: Practice for the IELTS Speaking and Reading components with a medical context in mind. Work on scenarios involving assessments, consultations, or treatment plans
Time management: Practice based on how much time you need for each component
Use IDP’s free resources: IELTS by IDP offers all kinds of prep material
Enhance your performance: Prepare effectively, rest well, and implement strategies offered by experts to improve your score
Healthcare professionals, including physiotherapists who are preparing for the IELTS, often try to balance technical or medical language and vocabulary with non-academic terms. Here are a few study strategies you can use if you intend to practice in Canada:
Practice is key: It helps to dedicate time to each component, and simulate test conditions to improve time management
Focus on vocabulary: Your professional knowledge as a healthcare professional is an asset you should use
Listen and read more: Check out publications related to healthcare, practice reading academic texts or medical reports, listen to diverse accents, and write more essays
IELTS by IDP offers all kinds of free resources to help you improve your medical vocabulary. There are several reasons why using health-related vocabulary is important. It supports effective communication, improves overall language proficiency, and helps craft well-structured, informative written responses to health-related prompts. This blog offers examples of words you can use and lists other advantages of building a medical vocabulary:
It helps with comprehension: Understanding health-related content becomes more accurate
There are diverse applications: This helps in real-life scenarios beyond the IELTS
Linguistic versatility: Command over health vocabulary adds to a comprehensive language repertoire
It improves scores: Excelling in health vocabulary enhances performance across all components
If you intend to apply for permanent residency or citizenship in Canada, you must prove your language skills by taking an approved language test. The Immigration, Refugees and Citizenship Canada (IRCC) website states that if you’re between 18 and 54 years of age, you must submit proof that you can speak and listen in English or French.
IELTS is one of the tests accepted as proof of English language proficiency. It is also entirely compatible with Canadian Language Benchmarks (CLB). This guide explains how your IELTS score aligns with CLB and how it matters for various immigration programs. According to the IRCC, language requirements related to citizenship applications depend on which language you were tested on, which test you took, and when you were tested.
Physiotherapists are in high demand in Canada, making them eligible for permanent residency through Express Entry, particularly via category-based health draws and Provincial Nominee Programs (PNP). As already explained in this blog, licensing is handled provincially after immigration and often requires a credential assessment.
Note: The IRCC only accepts IELTS General Training for citizenship applications. The IELTS Academic test has been developed for those who wish to study at a university or college as an undergraduate or postgraduate student or join or gain entry into a professional institution.
With 180+ test centres in 50+ cities across Canada, IELTS test booking has never been more accessible. Whether you need to take the IELTS Academic for higher education or the IELTS General Training for migration, you can easily find a test centre nearest to you.
When booking your IELTS, plan to meet your deadlines:
