Quebec's Programme de sélection des travailleurs qualifiés – PSTQ (Skilled worker selection program) is for people who wish to immigrate to Québec as a skilled worker, whether they are in Québec or abroad. Applicants must have an oral knowledge of French of level 7 or higher and a written knowledge of level 5 or higher according to the Échelle québécoise des niveaux de compétence en français (in French only) (Québec scale of French proficiency levels).

Quebec vs. Federal: Express Entry
Flexibility: The Quebec Skilled Worker Immigration program does not have a strict, minimum English threshold for submission of an application. This makes it more flexible than an Express Entry application. This is because French skills are prioritized, making English a bonus.
